The last year 2nd International Road Safety Conference It was held  in Dubai
Under the patronage of H .H Sheik Hamdan Bin Mohammad Bin Rashid Al Maktoum, President of the Executive Council of
Dubai,  which was organised by Smart Vision company and hosted by Dubai's Roads and Transport Authority (RTA)  on 6-7
November 2006 under the banner of 'Road Safety without Borders'.
The Conference which lasted for two days was supported by the Ministry of Education, Ministry of Health, the Unified Ambulance
Centre, Al Futaim Automobile Agency, Belhasa Institute for driving learning and a number of local and International Organisations
Eng. Maitha Mohammad Bin Adai, Chief Executive Officer, Traffic and Roads Agency, said that the conference had an extra
exclusive importance as it focused on road safety issue which ranks on the top of  RTA priorities as one of the main social issues
concerning the society, which explains the reasons behind the support and participation of a number of distinguished local and
international organizations in the event.

Awards are an important means of encouraging and recognising individuals and
organisations who, through innovative programs.
Award winners will be profiled at the awards presentation at the conference.
The aim of the awards is;
  • to recognise innovation in road safety, and encourage individuals and organisations
in the road transport industry, business sector and community, to pursue innovative   
practices to improve road safety.
  • to increase community involvement in the battle against road deaths and injuries.  
There are several Award categories, plus an overall Award for the best.  The Award

The Conference Launch on Friday 21 September 2007, was launched by the Hon John Kobelke -
Minister for Police and Emergency Services; Community Safety, Professor Raphael Grzebita,
Injury Risk Management Research Centre, President of the Australasian College of Road Safety,
Grant Dorrington Independent Chair the Road Safety Council and attended by 61 road safety
experts and from Sydney, Melbourne, Western Australia  government agencies and private sectors
also a number of conference supporting organisations, conference sponsors, the members of the
2 committees, Steering Advisory Committee and Scientific Advisory Committee and Media.
The Minister started by expressing what an honour it is for Perth to play host to such an
impressive program of road safety professionals from around the world. Road safety is indeed a
global issue, requiring a globalresponse. This conference recognises the need for knowledge,
experience and ideas from across the world to be pooled and learned from. Like the 3rd
International Road Safety Conference, this trip encouraged dialogue between some of the world’
s most advanced and practiced road safety experts – a dialogue that is vital in ensuring that
constant advances are made in roadsafety.
Western Australia’s current road safety strategy, Arriving Safely, is based on the safe
systems approach.  It aims to have safe drivers in safe vehicles on safe roads travelling at
safe speeds.
 
The Minster also said that through shared knowledge, Western Australia can and will create a
world-class road transport system that recognises our human failings and where we all share
responsibility.
THIS is our challenge.
Thank you to the organisers and participants of the 3rd International Road  Safety Conference
– the knowledge and experiences you share will help all of us to achieve our united goal to
reduce road deaths and serious injuries.
Declaration of the 3rd International Road Safety Conference, Perth,  29-30 November, 2007

The 3rd International Road Safety Conference was convened at the Perth Convention Centre on
29th  & 30th November 2007 with a total 300 participants and speakers from 15 countries.  The
final session of the conference considered the information that had been presented during the 2 days
and expressed overwhelming concern at the existing level of road trauma, both locally and globally,
and likely to result if existing trends continue.  In response to these concerns the Conference declared
that:

Road trauma throughout the world is a man made disaster of epidemic proportions.  This is clearly
unacceptable.  It is unacceptable because it is preventable.  The participants of the 3rd International
Road Safety Conference held in Perth on the 29th and 30th of November 2007 declared that it can
be It prevented, in large measure, by adopting the following national and international actions: (That)

1.  The establishment of a national road safety summit be initiated as a matter of urgency
2.  The public be given ready access to information about the safety of different road treatments
 and vehicles.
3.  The Government be lobbied to insist that Safety features be standard in all vehicles and that
associated Australian Design Rules be introduced including a requirement for all new vehicles
sold in Australia have standard ESC/ airbags, side air curtains and seat belt pretensioners and that
 it be mandatory for all rated vehicles sold in Australia to display their ANCAP Rating.  Ultimately,
 on an international level all vehicles sold should clearly display their NCAP rating.
4. Governments be lobbied to increase funding to support the implementation of the Safe System
Approach to road safety and that Local Government involvement in Safe System design and
practice be assisted, facilitated and funded.
5.  Dedicated Police traffic enforcement resources be increased.
6. An assessment of the risks associated with the infrastructure across all road networks is required.
7. An international research program that investigates all aspects of motorcycle safety be initiated.
8. Governments, at all levels, lead by example in purchasing minimum 4 star safety rated vehicles.
9. Schools, in collaboration with their local community, implement actions to protect children from   
road trauma.
10. Speed limits be set in accordance with Safe Systems principles be adopted globally. Namely;
           30 km/h for urban streets
           50 km/h urban arterials roads
           80km/h for intercity roads
           100km/h for grade separated highways
11.These resolutions be forwarded to-
•        Australasian Journal of Road Safety
•        State Premiers
•        Prime Minister
•        Appropriate professional bodies & key opinion leaders ---ALGA, State Associations
•        WA Minister for Roads
•        Appropriate international organizations such as UNESCAP & WHO
And that all delegates share `the responsibility of sharing this information
